Sometimes called the Pavley law, California’s first clean cars law was named after then-Assembly Member Fran Pavley, who in 2002 sponsored AB 1493. This first-in-the-world law directed the California Air Resources Board to develop standards to reduce global warming pollution from cars.
The ARB adopted the standard in 2004, and within months automakers sued to stop the state from implementing the laws. See our fact sheet, Ten Years of California Clean Cars Battles.
